The potential relocation of Islamabad High Court (IHC) from its current Constitution Avenue premises to its former building in G-10 has sparked considerable debate within the federal capital’s legal fraternity. Discussions surrounding this proposed move have intensified recently, revealing a sharp divide among lawyers.
The Islamabad High Court Bar Association (IHCBA) has openly voiced opposition to the proposed change of location. The association is actively working to ensure the IHC continues to operate from its existing building on Constitution Avenue. This building currently accommodates the newly-established Federal Constitutional Court (FCC), which, initially a temporary arrangement, is now expected to continue operations from the same site.
Addressing rising concerns, the IHCBA convened a meeting of its executive body and announced a subsequent press conference. On Wednesday, IHCBA President Syed Wajid Ali Gillani and Secretary Manzoor Ahmed Jajja met with Law Minister Azam Nazeer Tarar to discuss the issue. According to the association, the minister assured them that the IHC would remain in its present building for the time being.
The Debate Over IHC Relocation
In contrast, the Islamabad District Bar Association (IDBA) has expressed support for the proposed relocation of Islamabad High Court to G-10. The IDBA’s cabinet, chaired by President Naeem Gujjar, held a meeting to deliberate on the matter. SindhNews.com reports ongoing discussions across the legal community.
A statement issued post-meeting highlighted that transferring the high court would streamline duties for lawyers and facilitate the production of prisoners. This move, they believe, could potentially accelerate the justice delivery process. The IDBA emphasized the need for broader consultation and scheduled a general body meeting for November 22 to gather the collective opinion of the legal community, urging all lawyers to participate.
In a parallel development, an IHCBA delegation, led by President Gillani and Secretary Jajja, paid a visit to the newly established Federal Constitutional Court. They met with FCC Chief Justice Aminuddin Khan and other judges, including Justice Arshad Hussain Shah and Justice Rozi Khan, presenting bouquets and congratulating them on their new roles. This engagement occurred amidst the broader discussion of the relocation of Islamabad High Court.
The ongoing discussions underscore a clear divergence in opinion within Islamabad’s legal circles regarding the relocation of Islamabad High Court. While one faction prioritizes the perceived convenience and efficiency of a G-10 location, the other advocates for maintaining the current premises. The ultimate decision will significantly impact the functional dynamics of the capital’s legal landscape and the daily operations of its legal professionals.
